OEM, ODM, CDMO and CRO: define the work before comparing proposals

OEM, ODM, CDMO and CRO describe different ways a supplier may contribute to a product. The terms are used inconsistently across the market, so a proposal should name the actual deliverables, responsibilities and approval points. A label on a quotation is not a complete scope of work.

Start with the work the brand needs

An OEM project may manufacture to an agreed customer specification. An ODM project may start from a supplier-developed concept and adapt it for a brand. CDMO work can combine development, scale-up and commercial manufacturing. CRO work generally concerns defined research or testing services. Confirm the meaning in the individual agreement.

Make the deliverables concrete

• Product brief, formula development and technical feasibility report.
• Raw-material and packaging specifications.
• Prototype, pilot and commercial sample requirements.
• Analytical, sensory and stability work with defined methods.
• Artwork inputs, manufacturing records and batch release documents.
• Regulatory-review responsibilities and market-specific gaps.

State what is included, what requires a separate study and what the brand must supply. For example, ingredient selection, label review and a human study are different tasks. A manufacturer should not silently imply that one covers the others.

Assign decisions and data access

Identify who approves the formula, suppliers, specifications, artwork and commercial release. Define ownership of background know-how, project-generated data and any customer-specific formula. Agree what records the customer receives and which confidential production records can be reviewed during qualification.

For products within US dietary supplement scope, FDA’s cGMP guidance provides a useful reference for manufacturing and quality responsibilities. [1] Outsourcing work does not remove the need for an appropriate quality and regulatory system.

Compare proposals on the same basis

Ask each supplier to respond to the same product brief and documentation list. A sample-only proposal and a development-through-stability proposal cannot be compared fairly without identifying their different scopes. Keep commercial quantities, scheduling assumptions and approval dependencies explicit.

The final agreement should explain how changes, failed development targets and additional work are handled. A technically unsuccessful experiment can still be a valid research deliverable if its objective, method and reporting expectations were agreed in advance.

Questions buyers ask

Does ODM mean the formula becomes exclusive?

No. Exclusivity and ownership depend on the written agreement. They should be addressed separately from the service label.

Does CDMO include product authorization?

Only if the agreement expressly defines that regulatory work and its limits. Manufacturing capability does not itself authorize a product for a market.

Can one project combine several models?

Yes. A project might begin with research, move into development and then use contract manufacturing. Define deliverables and approvals for each workstream.
